O declínio do milagre econômico e sua influência no movimento sindical brasileiro

Abstract

Esta investigação discute a influência que o período do milagre econômico exerceu aos movimentos sindicais brasileiros. A partir da observação dos fatos ocorridos no período referente a ditadura militar brasileira, pretende-se analisar a complexidade dos eventos econômicos e sua relação com os movimentos sociais, e examinar as atitudes que influenciaram a construção do regime e os episódios de mobilização sindical, que se levaram ao declínio do regime autoritário. Ao mesmo tempo, busca-se refletir sobre a edificação da memória social sobre o período de sucesso econômico nacional, que, no entanto, desconsidera a realidade da classe trabalhadora. O objetivo geral da pesquisa foi investigar o período do Milagre Econômico (1968 a 1973) e suas peculiaridades, e, como seu declínio, com o primeiro choque do Petróleo (1973), influenciou o movimento sindical brasileiro. Os objetivos específicos foram: traçar um breve histórico sobre o tema Milagre Econômico Brasileiro e apresentar sua importância para a qualidade de vida e direitos trabalhistas; investigar com base na leitura de artigos e livros sobre a Economia Brasileira no período 1968 a 1973, as condições de vida e direitos trabalhistas da população, e cotejá-las criticamente com os dados estatísticos divulgados; e caracterizar o movimento sindical brasileiro, dos anos 60 e até o início dos anos 90. A justificativa dessa investigação foi a ênfase a dados estatísticos econômicos do período – que se caracteriza pelo espaço diminuto ao contraditório, elementos que apontassem para a qualidade de vida da população, sobretudo a de baixa renda, no período deste estudo. O percurso metodológico envolveu o método qualitativo com a pesquisa bibliográfica, a leitura de artigos científicos, jornais e revistas especializadas, monografias, dissertações e teses. A investigação demonstra que o período do Milagre Econômico impulsionou a industrialização e o pleno emprego, fortalecendo o movimento sindical no Grande ABC. A crise de 1973 e as tensões sociais intensificaram as mobilizações, destacando novas lideranças como Luiz Inácio da Silva (Lula). Isso contribuiu para a organização de um movimento sindical mais forte, que resistiu à ditadura.This investigation discusses the influence that the period of the economic miracle had on Brazilian trade union movements. From the observation of the facts that occurred during the period relating to the Brazilian military dictatorship, the aim is to analyze the complexity of economic events and their relationship with social movements, and to examine the attitudes that influenced the construction of the regime and the episodes of union mobilization, which led to the decline of the authoritarian regime. At the same time, we seek to reflect on the construction of social memory about the period of national economic success, which, however, disregards the reality of the working class. The general objective of the research was to investigate the period of the Economic Miracle (1968 to 1973) and its peculiarities, and how its decline, with the first Oil shock (1973), influenced the Brazilian union movement. The specific objectives were: to outline a brief history of the theme of the Brazilian Economic Miracle and present its importance for quality of life and labor rights; investigate, based on reading articles and books on the Brazilian Economy in the period 1968 to 1973, the living conditions and labor rights of the population, and critically compare them with published statistical data; and characterize the Brazilian union movement, from the 60s to the beginning of the 90s. The justification for this investigation was the emphasis on economic statistical data from the period – which is characterized by limited space for contradictions, elements that point to the quality of life of the population, especially those with low income, during the period of this study. The methodological path involved the qualitative method with bibliographical research, reading scientific articles, newspapers and specialized magazines, monographs, dissertations and theses. The investigation demonstrates that the period of the Economic Miracle boosted industrialization and full employment, strengthening the union movement in Greater ABC. The 1973 crisis and social tensions intensified mobilizations, highlighting new leaders such as Luiz Inácio da Silva (Lula). This contributed to the organization of a stronger union movement, which resisted the dictatorship.
