“Ideologia de gênero é coisa do capeta”: transições discursivas em um percurso político-religioso contra a educação de gênero no Brasil no período 2012-2021

Abstract

Esta pesquisa trata do percurso político-religioso contra gênero no Brasil a partir da evocação e/ou instrumentalização do discurso da chamada “ideologia de gênero” com o intuito de obstaculizar uma educação com base em gênero no país. A utilização de tal discurso, principalmente por lideranças político-religiosas, cria barreiras e possibilita retrocessos aos direitos sexuais e reprodutivos das chamadas minorias sexuais (tanto de mulheres quanto de pessoas LGBT). A análise foi feita desde a “entrada” do discurso no país, durante as tramitações do Plano Nacional de Educação, até o penúltimo ano do governo de Jair Messias Bolsonaro. Para tanto, verificamos as diferentes configurações discursivas que o termo assumiu, inicialmente na política, com os debates do PNE 2014- 2024 e então dos PMEs, depois na mídia, por meio de discursos de lideranças religiosas proeminentes e, por fim, apresenta-se seu retorno à política, reconfigurado no formato de “chavões”, com ampla participação no discurso bolsonarista. O objetivo principal da pesquisa é o de caracterizar e explanar a construção sociorreligiosa da “ideologia de gênero” bem como suas transformações discursivas em diferentes espaços públicos, do PNE ao governo Bolsonaro. Nossa hipótese é que o discurso daquilo que se convencionou chamar “ideologia de gênero” pôde ser aludido recorrentemente pelo então candidato, Bolsonaro durante o pleito eleitoral 2018, pois ocorreu sua objetivação (BERGER, 1985). Por meio da combinação de diferentes metodologias aplicadas em cada capítulo, quais sejam, revisão bibliográfica, análise documental, levantamento de proposições legislativas e análise do discurso, apresentamos gênero como central à uma educação inclusiva. Analisamos a participação e influência religiosa neste processo, desvelando o que se esconde com o discurso da “ideologia de gênero” e por discursos pautados nas mesmas concepções que produzem socialmente fobia de gênero. Concluímos que o discurso da “ideologia de gênero” não sumiu, mas foi incorporado factualmente ao discurso político-religioso como sendo verdadeiro ao longo do período analisado.This research deals with the political-religious course against gender in Brazil from the evocation and/or instrumentalization of the discourse of the so-called “gender ideology” in order to hinder an education based on gender in the country. The use of such discourse, mainly by political-religious leaders, creates barriers and makes possible setbacks to the sexual and reproductive rights of the so-called sexual minorities (both women and LGBT people). The analysis was made from the “entry” of the discourse in the country, during the proceedings of the National Education Plan, until the penultimate year of the Jair Messias Bolsonaro government. In order to do so, we verified the different discursive configurations that the term assumed, initially in politics, with the debates of the PNE 2014-2024 and then of the PMEs, later in the media, through speeches of prominent religious leaders and, finally, it presents itself his return to politics, reconfigured in the format of “clichés”, with wide participation in the Bolsonaro discourse. The main objective of the research is to characterize and explain the socio-religious construction of “gender ideology” as well as its discursive transformations in different public spaces, from the PNE to the Bolsonaro government. Our hypothesis is that the discourse of what is conventionally called “gender ideology” could be recurrently alluded to by the candidate Bolsonaro, during the 2018 election, as it was objectified (BERGER, 1985). Through the combination of different methodologies applied in each chapter, namely, literature review, document analysis, survey of legislative proposals and discourse analysis, we present gender as central to inclusive education. We analyze the participation and religious influence in this process, revealing what is hidden with the discourse of “gender ideology” and by discourses based on the same conceptions that socially produce gender phobia. We conclude that the discourse of “gender ideology” did not disappear, but was factually incorporated into the political-religious discourse as being true throughout the analyzed period.
