Resumo
O propósito desta pesquisa é analisar a política de gestão democrática no município de São Bernardo do Campo-SP a partir da análise documental fundamentada em Cellard (2008). A categoria da gestão democrática foi analisada no Plano Municipal de Educação, nos documentos normativos e no Estatuto dos Profissionais do Magistério e Servidores da Educação Básica do Ensino Público Municipal de São Bernardo do Campo. Em etapa posterior, foi analisado o Projeto Político Pedagógico de uma creche selecionada, a fim de investigar os fundamentos, as indicações, as condições e as estratégias da equipe para viabilizar a participação na gestão escolar. O arcabouço teórico que sustenta esta pesquisa são os estudos de Ferreira (1999, 2004), Freitas (2012, 2013), Gadotti (1994, 1998, 2001, 2004), Libâneo (2004, 2005, 2007), Paro
(1990, 1997, 2002, 2005, 2010, 2015) e Veiga (1998). Conclui-se que a gestão democrática encontra muitos obstáculos, identificados a partir da análise da política expressa nos documentos. As políticas emanadas no contexto da ideologia neoliberal, que vêm se aprofundando em nossa sociedade, não se alinham à gestão participativa, o que leva a equipe escolar a assumir a responsabilidade por viabilizar algum nível de participação coletiva na gestão da escola.
The purpose of this research is to analyze the democratic management policy in the municipality of São Bernardo do Campo-SP based on the documentary analysis substantiated on Cellard (2008). The category of democratic management was analyzed in the Municipal Education Plan, normative documents and in the Statute of Teaching Professionals and Basic Education Workers of Public Education of the city of São Bernardo do Campo. In a subsequent stage, the Political-Pedagogical Project of a selected nursery center was analyzed to look into the principals, indications, conditions and strategies of the team to enable participation in school management. The theoretical framework that supports this research is the studies of Ferreira (1999, 2004), Freitas (2012, 2013), Gadotti (1994, 1998, 2001, 2004), Libâneo (2004, 2005, 2007), Paro (1990, 1997, 2002, 2005, 2010, 2015) and Veiga (1998). It is concluded that democratic management faces many obstacles, which were identified from the analysis of the policy expressed in the documents. The policies emanated in the context of the neoliberal ideology that are becoming deeper in our society, are not in line with participatory management, which leads the school team to assume responsibility for enabling some level of collective participation in the school management.
